Historic Fort Snelling, St. Paul, Howard Vogel and Martin Case will discuss the treaty process, how treaties are made and whether or not they reflect the desires of the American Indian treaty signers. Vogel is a recently retired professor at Hamline University and Case is the Director of the Indian Treaty Signers Project.
